For management guidance on both tribal and NFS lands, did you examine what forested areas are accessible for management activities and determine what portion of the owl's habitat falls within those accessible areas? If so, did those areas contain a larger portion of the owl's preferred forest type/phenoclass or the least preferred? How could this influence management decisions?
